My Client is situated in the heart of London and is considered a part of the Golden Triangle of universities in England. The university has more than 10,000 students and 3,300 staff, just under half of whom come from outside the UK. They are committed to building a diverse, equitable and truly inclusive university. They are looking for a Deputy Head of Procurement who is an ambitious, tenacious and resilient individual who can work and influence at the highest levels within this prestigious Higher Education Institution, which spends circa £100m pa on goods and services. This is where you come in.

Your new role

Deputy Head of Procurement

• You will work as a procurement advisor in the universities Procurement Team, providing professional procurement advice on all aspects of sourcing of goods and services. This will include: acting as lead commercial advisor on competitive tenders of high value, critical contracts; contract management; service management of the Universities Travel Management contract; and deputising for absences of the Head of Procurement.
• To achieve Value for Money (VFM) for the School in all procurement activities
Provide professional commercial support and direction for tendering of high value/critical contracts, including advice on drafting specifications; sourcing suitable suppliers; evaluating responses; and undertaking post-tender negotiation with suppliers.
• To advise on the most suitable procurement route for the universities requirements ensuring best practice and adherence to the School’s Financial Regulations.
Review and provide advice on terms and conditions for ad-hoc departmental purchases and agreeing amendments to ensure the best interests of the School are maintained.
• Undertake continuous professional development to keep up to date with legislative changes and procurement best practice.
• Undertake networking on a formal and informal basis with other purchasing professionals e.g. with members of London Universities Purchasing Consortium (LUPC).
• Use the Bravo e-tendering system to register and manage contracts.
• Offer commercial advice and guidance to more junior colleagues of the team.
• Solve day-to-day problems as they arise. Match suitable suppliers to meet customer’s one off requirements, expedite deliveries, and negotiate compensation for poor performance.
• Implement long term solutions for recurring problems and introduce innovations to streamline procedures e.g. improvements to Financial Regulations, establishment of service level agreements with key departments.

What you'll need to succeed

• Have significant experience of working in a procurement role and be a qualified member (or working towards qualification) of the Chartered Institute of Purchasing and Supply (MCIPS).

• Able to demonstrate significant knowledge and experience of tendering of high value, critical contract requirements (including knowledge of OJEU processes).

• As the role includes deputising for absences of the Head of Procurement, applicants should have experience of team management.

• Demonstrate an ability to be recognised as an authority on contract law with significant experience of: contract construction; handling contractual disputes; and contract variations.

• Have significant negotiation skills and provide evidence of when used in a commercial environment

• Experience of service management (required for management of centralised travel contract).

• Have confidence to constructively challenge goods and services specifications to ensure the university secures best value for money

• Demonstrate track record of continuous professional development.

• Experience of using MS Office.

• Experience of using an electronic tendering/contracts management system such as Bravo.
